Two and a half billion die over the 2019-2020 winter season, the greatest loss of life in human history since the black death occurs. The direct consequence of the invasion and the level of human military resistance. The winter conditions of 2019 to 2020 extended well into June of 2020, the climate having shifted into a near state of nuclear winter from both the bombardments and the human nuclear response to Imperial operations. In their haste and panic to gain control of the situation the efforts of the Imperials destroyed far more infrastructure than originally intended, most spend these cold months without access to power, running water, or medical care. This and mass displacement of the population on top of the damage or destruction of vast tracks of civilization have left the human population without a base of production to support itself.

Most agricultural efforts having missed the harvest due to the invasion, the mass route of populations from major population centers which overwhelmed the countryside and their few resources. Fuel supplies are still paralyzed and most global power distribution systems outside of hydro, wind, or solar, are still down. More than likely the spring planting will be done by hand without the benefit of large scale use of fertilizer or pesticides.

In early 2023, Shil’vati Governorness Lilatha of the California West Coast County orders the “relocation” of Weaverville, a rural Northern California town, under the pretense of post-invasion stabilization. In reality, the operation forcibly separates unregistered children from their families, dispersing them as political favors to loyalist households. Over twelve hundred humans die during the chaotic roundups, including those who resist or attempt to protect their children. It later comes out that the forced relocation was for the establishment of a Imperial settlement and the humans were in the way. 

A cell of surviving U.S. Army Rangers, operating in the Cascadia insurgency corridor, intercepts intel about Weaverville. Fueled by rage and desperation, they deploy a salvaged tactical nuclear device (a backpack-sized warhead from pre-invasion stockpiles) at a Shil’vati spaceport in the Western Oregon Bluezone on February 24, 2023. The detonation obliterates the spaceport and a 2-mile radius, killing 34,000 Shil’vati military personnel and 52,000 human civilians, many of whom were collaborators or laborers trapped in the crossfire.

The Imperial Navy bombards suspected rebel and insurgent sites in response, pulse laser strikes and kinetic bombardments fall across the Rockies, the attacks reduce entire towns to smoldering craters, killing tens of thousands many of whom had no insurgent ties. The indiscriminate violence radicalizes Yellow Zone residents across the area, sparking retaliatory guerrilla attacks on Shil’vati patrols and attacks that reach into even Green Zones. Mass casualty events erupt, including bombings of Shil’vati areas previously declared safe for Imperial personnel and civilians. 

The Portland strike divides human factions. Hardline groups hail it as a necessary escalation, while moderates (like the Rocky Mountain Militia) condemn the civilian toll.

==== Occupation Year Six - Arrival of the Erbians, 2025 ====
The Erbians are a humanoid and very near human race with some Leporidae like features, such as long rabbit-like ears. Sentient and sapient, they where discovered by the Imperium as they began to colonize their solar system. Due to there above average population growth their society is built around long term sustainability and preservation of the environment with most of their technology circling around these primary focuses (solar power, very efficient forms of farming, and shaping the land in the least invasive manner possible). As a result they are the primary terraformers and long term infrastructure creators of the empire and even excel in the creation of large scale arcologly habitats. 

Earth is now their new task; to repair the damage done by the war in the short term and in the long term bring the planet back into a more natural state as far as climate and human produced pollution are concerned. Upon arrival however they discovered a world still very much in a state of upheaval and resistance. They realize early on that the Shil'vati efforts are focused on the support of their blue and green zones, with yellow zones being of a secondary consideration with infrastructure and supply needs and red zones being effectively left to their own devices. Knowing climate normalization and repair would cool the overall global temperatures and doom those in the red zones to further death they opt instead to take over administration of them. 

Due to their position they effectively turn the red zones into restrictive access preserves, preventing the legal entry of occupation forces in all but the direst of circumstances outside of main routes of overland supply and the patrol bases placed along these paths (mostly the old Interstates), opting to being their efforts at reclamation and repair there first. At first the local residents kept their distance and more often then not when they ventured out of their compounds within the zones they took fire and even casualties from some insurgent groups. However a few first contacts and arrangements opened their access to the regions. The Erbians providing some medical goods, renewable sources of power, and water purification devices on the sly while they cleaned up the damage from the War of 2019.

  *Gives those governesses with yellowzone counties bordering redzones permission to use Marines and their militia to forcibly relocate human settlements in redzones into new ones located within their territory. It is mostly intended to reduce material and personnel support for insurgency operations in the redzones. Often via these new 'settlement' locations being in controlled access areas within the Governess's territory.
