Su'eska is a bit of a mixed purpose world and military complex for them, at first it was a minor location with the start of colonization on it's surface. But given it's location, relative lack of noble meddling, and small population it's infrastructure was expanded to support the movement of ground troops and their associated TOE. They could have built a station to handle it but merely expanding the concrete on the surface was cheaper and the Imperium loves cheaper. So at any given time you could have a divisions worth of the Imperium's most desperate waiting for their transfer to various places in what we call the earth approaches. Well given so many young women from so many backgrounds your going to have some fighting and some jostling, this gave birth to the brig complex to the south of the main base. What started as merely handling the more troublesome sorts grew into handling the sector's troublesome sorts and then the Interior got in on the game. They established their own little annex spinning off the side for those of a rebellious nature or for prisoners from other nations they needed to be on the far side of the empire and thus out of reach of rescue or hope. Mostly Edixi and other Alliance sorts that had screwed up and now probably had the rest of their lives to stare at purple tinted concrete analogs. Then someone got the idea to stick human 'rebel' prisoners out here, another specially designed annex, special Interior guards, the works. By the time God, goddess, or the Great Pumpkin decided that our fleet belonged in this continuity they had nearly six thousand men and women there. Some had simply spoke out of turn others were full up combat troops who'd decided not to lay down their arms and survived later contacts. The Yellow Heads, I mean Interior, kept them separated by gender I suppose nobody wants to deal with a nine month surprise, and generally graded them by what they where up to but for some reason they failed to keep them separated completely. Then again I don't think they intended for anybody in that place to ever see Earth again so why worry about it? So you could imagine what it was like for us when we stumbled across that this place exists, potentially a whole division of shooters that just needed a helping hand. Hell thats not even counting the Edixi they held there, fucking pipe hitters with all the skillsets we needed to keep our own little ball rolling.
