Conditions for Imperials

Most existing structures of non-historical value or tourist value are typically demolished, the nobility in control of the zone wanted a 'clean slate' to establish 'true' Shil'vati civilization.
Due to the intended nature of most blue zones as safe areas for Imperial citizens to visit earth the building and structures typically favor form over function.
Extensive enhancement and rebuilding of the transportation networks resulting in a mixed road/rail/pedestrian system oriented on efficiency rather than ease of personal travel (though the nobility will still enjoy their own safe travel lanes). (Japanese?)
Full zone wide wireless datanet access, though obviously heavily monitored with the exception of devices held by the nobility.
Robust and redundant power/water/sewer infrastructure with multiple facilities laid out in an efficient grid with overflow and backup options.
Extremely clean, either by automated methods or by green zone human workers allowed to work inside the blue zone.
Upper standards access to Imperial medical care.

Heavy entry control and border security.
'Hard' walls up to five meters high.
Extensive surveillance systems along the wall and up to five kilometers inside the zone and up to one kilometer outside the zone.
Important sites within the zone will have surveillance and 'hard' security of their own. Typically with a similar five kilometer zone of intense scrutiny outside of these sites.
Dedicated rapid response troops from either the Noble's own militia or contracted slash 'arranged' Morsky units garrisoned inside or nearby the zone.
Probable dedicated air assets detailed exclusively for zone security operations.
Dedicated Interior detachment.
Extensive automated drone monitoring.
